The World Risk Report (WRR), annually published since 2011 by Bündnis Entwicklung Hilft, is one of assessment measures of the disaster risk all over the world. It has analyzed nation’s exposure and vulnerability against natural disasters including sea level rise. In the latest report redesigned in 2022, there were significant changes in the ranking of nations under high risks. The Republic of Vanuatu, as a most symbolic example, had ever been the country with the highest risk over a long period since publishing of the report, however, Vanuatu was ranked at 49th in the latest report. It is because there were methodological changes in the report. This paper examines the changes of disaster risks in redesigning of the WRR with a case study of Vanuatu, and emphasizes the importance of international cooperation for disaster risk reduction such as disaster education beyond a possible influence brought by the changes.

  • Discussion on How to Synchronize Modern Knowledge with Local Knowledge in Disaster Education in Vanuatu International conference

    Noriko KAWASAKI

    AP Conference 2023  2023.12.2

     More details

    Event date: 2023.12.2 - 2023.12.3

    Language:English   Presentation type:Oral presentation (general)

The recent frequent natural disasters have been hurting many places in the world. The disaster risk, in which climate change has been adding negative factors, is distinctly recognized as critical issue the whole world need to tackle together, and also as urgent need especially for small island developing states such as the Republic of Vanuatu. Policy making for disaster risk reduction (DRR) is essential if development is to be sustainable for the future. Furthermore, education can play an important role for both disaster reduction and resilience. Education for all has already been an integral part of the sustainable development agenda.
In Vanuatu, several development aids are actively involved in technical support of disaster drills, development of teaching materials and so forth. Those actions have been contributing to improvement of quality education in Vanuatu. However, disaster education has not been very active in schools in Vanuatu yet. If disaster resilience is defined as the ability of individuals and communities to adapt to and recover from hazards, shocks or stresses without compromising long-term prospects for development, there is room for further consideration on disaster education in Vanuatu. In contrast, Japan has conducted disaster education for everyone in any circumstances regardless age and gender over the years. In preparation for increasingly severe weather disasters and imminent huge earthquakes, MEXT is promoting not only restoration of school facilities and safety school measures but also measures for national resilience such as disaster education, and research and development concerning disaster prevention. It is certain that Japan has shared its modern knowledge with other developing countries. On the other hand, each country has its own local rules and original knowledge in its education. How shall we synchronize the modern knowledge of Japan with the local knowledge in improvement of disaster education in Vanuatu? The discussion is important because, if the local knowledge is ignored, appropriate transferring of the knowledge and technical skills can never be realized. The presenter then extends her discussion to suggest a way of international cooperation for Vanuatu.
