A Study on Changes of Disaster Risks in Redesigning of the World Risk Report: Focus on the Republic of Vanuatu Reviewed

The World Risk Report (WRR), annually published since 2011 by Bündnis Entwicklung Hilft, is one of assessment measures of the disaster risk all over the world. It has analyzed nation’s exposure and vulnerability against natural disasters including sea level rise. In the latest report redesigned in 2022, there were significant changes in the ranking of nations under high risks. The Republic of Vanuatu, as a most symbolic example, had ever been the country with the highest risk over a long period since publishing of the report, however, Vanuatu was ranked at 49th in the latest report. It is because there were methodological changes in the report. This paper examines the changes of disaster risks in redesigning of the WRR with a case study of Vanuatu, and emphasizes the importance of international cooperation for disaster risk reduction such as disaster education beyond a possible influence brought by the changes.

Current Status of Disaster Education in Primary Schools in Vanuatu Reviewed

The Republic of Vanuatu has been recognized as the most vulnerable country to natural disasters according to the World Risk Report. The immediate tangible and intangible reinforcement of disaster prevention is an urgent and essential issue Vanuatu has to face. In addition, Vanuatu has been trying to improve the quality of education with reforms of basic education in order to achieve the Sustainable Development Goals. This study, based on several official government reports as well as facts found in the investigation on the spot over the last few years, explains the educational reforms of Vanuatu and furthermore discusses disaster resilience education in primary schools that can be a core of intangible disaster prevention measures for Vanuatu.

The Republic of Vanuatu, one of small island developing states in the Oceania, has been recognized as the most vulnerable country to natural disasters in recent years in the World Risk Report. In actual fact, Vanuatu suffers serious damages from natural disasters such as cyclones and earthquakes because it sits along the circum-Pacific volcanic belt and also is situated in a cyclone- and earthquake-prone area. Furthermore, it is projected that serious damages could be experienced from possible tsunamis caused by active volcanic eruptions and frequent earthquakes. Consequently, immediate reinforcement of disaster resilience in tangible and intangible aspects is an urgent and important issue for Vanuatu.
This study analyses the disaster risk of Vanuatu based on the World Risk Report in comparison to Tonga and the Phillipines, and subsequently explains the current situation of disasaster prevention in Vanuatu by referring to an on-going technical cooperation project for disaster resilience of Vanuatu. It finally suggests disaster resilienece education in elementary schools should be an intangible significant measure for public awareness to increase resilience to intrinsic disaster risk of Vanuatu.Other Link: http://www.miyazaki-u.ac.jp/tech/research/memoirs/

地域の工学系企業との英語交流会を通したグローバル人材育成の可能性 Reviewed

宮崎大学工学部では,教育理念の中では具体的に,「十分な基礎学力と幅広い応用力を身につけ, 課題探求能力と創造性を持ち,優れたコミュニケーション能力をそなえ, 自主的・総合的に的確な判断ができる人間性豊かな専門技術者・研究者の養成を目指す」とされている。いわゆる“工学系グローバル人材”の育成のために「優れたコミュニケーション能力」をどう育てるのか。工学部国際教育センター(以下,「センター」)には,工学部日本人学生(以下「工学部生」)の英語コミュニケーション能力向上を目的とした教育支援が任される。
センターは授業科目を担当して工学部生の英語教育に直接的に携わるのではなく,工学部生の英語学習を多方面から支援することが主となる。TOEIC等の英語資格試験の対策や短期語学研修等の海外渡航について情報を求めに来る工学部生に回答したり,レポートや発表における英語表現についてアドバイスを求めに来る工学部生に助言を与えたりしてきた。その他,センター独自の学習支援活動として,昼休みの英語学習活動(英会話等)を実施したり,留学生とのペア学習による語学交流活動を実施したりもしている。そのような日常的な支援業務を通して工学部生の実態として見えてきたことは,学部在籍時においては,英語話者の留学生がいる研究室でのゼミ活動以外では留学生と英語で交流する機会は皆無に近いということである。留学生からの声からも学内で積極的に工学部生と交流を図っている様子は見えてこない。一方で,工学部生の多くは英語への苦手意識を強く感じているが,留学生との交流に対して憧れにも近い思いで関心を寄せていることも分かってきた。今回取り上げる地域の工学系企業との英語交流会は,工学部生が留学生との交流を積極的に図る場として機能し,工学系グローバル人材の在り方について考える時間を工学部生に与えた取り組みの好事例である。Other Link: http://www.miyazaki-u.ac.jp/cess/publicity/report.html
