The combined agriculture and forestry managements have drawn a lot of attention and subjected to extensive research as a major type of forestry management in Japan. However, the nationwide distribution of them hasn't been fully evident. The objective of this study is to utilize the 2015 Census of Agriculture and Forestry data on cities and towns, and identify and characterize areas where the combined agriculture and forestry managements are popular. Based on the findings, I argued as follows: 1) among mountainous regions in Honshu, Shikoku and Kyushu Islands where agricultural land is small but the middle class forest holdings are frequently observed, there are areas where the combined managements with emphasis on agriculture are prevalent on one hand, and areas where both agriculture and forestry are active on the other hand, whereas the combined managements are popular where large scale agriculture is observed in Hokkaido; 2) the combined managements are distributed throughout the nation so that the forest species compositions vary a lot across regions with different climate conditions, and on the agricultural side, both beef cattle production that requires less land and industrial crops such as tea and tabacco, fruits and shiitake mushroom, all of which can be grown on slopes, characterize areas where the combined managements are popular.

<p>We analyzed the mechanism of the occurrence of timber theft in southern Miyazaki Prefecture by verifying the three essential elements of a routine activity approach, 'a likely offender', 'a suitable target' and 'the absence of a capable guardian', as one of the theories of environmental criminology. As a result, it was suggested that high transaction costs for negotiations with forest owners due to inadequacy of small-scale forest ownership structure and inheritance registration motivated forgery of logging notifications by timberland brokers. It was also confirmed that the timber had become a suitable target due to increased price and demand. In addition, monitoring conditions were also missing due to the lack of forest owners' awareness, monitoring by the owners and a supervisory function of the forest administration logging notification system. In addition, the division of labor between brokers and the logging company obscured the responsibility to the detriment of forest owners and the logging company did not check the boundaries and ownership of the location before felling. From this study, strengthening the monitoring of the forest owner and the government, and reducing the transaction costs of stumpage trade bargaining by thorough registration of succession were considered to be effective against timber theft crime.</p>

2005年及び2010年世界農林業センサスの林業経営体調査について、統計法33条に基づき個票データを申請、入手し、公表されている集計データでは行えない詳細な経営分析を行う。特に、2005年と2010年の個票を接続し、パネル化して分析を行う。これによって、いわゆる林業経営体、林業事業体を含めた林業の担い手の現状を明らかにし、持続可能な林業構造について検討する。

この数年、木材自給率が上昇するなど、我が国の国産材素材生産に活発化の兆しが見られる。しかしその一方で、素材生産の現場では、低迷する立木価格、素材生産における車両系機械の多用により、再造林放棄、伐採跡地の荒廃が目立つようになり、環境への影響が心配されている。こうした中で、宮崎県では素材生産業界がNPO法人を立ち上げ、環境に配慮した素材生産を支援する活動を始めた。本研究の最終目的は、この種の業界活動がどのような可能性を持ちうるのかを検討し、取るべき方策について示唆を与えることである。応募者はこれまでこのNPOの活動に関わってきたのであるが、その中で、この最終目的のためには、学術的な二つの課題に答えを出すことが重要であると考えるようになった。それは、素材生産事業体論と素材生産業界論である。そこで、本研究では、この事業体論と業界論を構築し、それを踏まえて、環境に配慮した素材生産を支援する業界活動の可能性について論じることを目的とする。

限界集落における持続可能な森林管理のあり方についての研究

限界集落化の著しい山村地域では、地域に住む人たちによる、普段の営みのなかでの適切な森林管理が難しくなってきている。このような山村地域で森林を適正に管理していくためには、地域内外の人や組織がお互いに協働して、ネットワークを紡ぎながら、森林管理が行なわれていく必要がある。
本研究は、そのネットワークを繋ぐものは何か、ネットワークを繋いでいく道筋とはどのようなものかについて、人と人、人と組織のネットワークの重要性を取りあげる社会関係資本論，環境ガバナンス論、コモンズ論を活用し、明らかにしていくことを目的とする。
三俣学ら(コモンズ研究のフロンティア、2008)は、「開いたコモンズ」「閉じたコモンズ」、二つのコモンズを提示し、「閉じつつ開き」、「開きつつ、閉じる」バランスの重要性を指摘している。
井上真(自然資源「協治」の設計指針、2008)は、「地域住民が中心になりつつも、外部の人と議論して協働で森を利用し、管理する「応関原則（意志決定権を係わりの深さに応じて付与するという原則）」と「開かれた地元主義」を提案している。
本研究は、三俣学のいう「閉じつつ開き」、「開きつつ、閉じる」バランスの取り方と井上真のいう「応関原則」と「開かれた地元主義」に基づく地域資源管理手法を、事例研究を通じてより実証的に提案する。
